Newton’s first law of motion states that
A body remains in the state of rest or uniform motion in a straight line unless and until an external force acts on it.
That is how linear momentum is conserved as angular momentum. Something that is not a part of the bound system
needs to alter the motion of a weight in the device. Then the system will have expanded itself.
